Is a health declaration required to enter Vietnam?

No. As of July 2026, travelers entering, exiting, or transiting Vietnam do not need to submit any health declaration. There is no health form at the border, no website to fill in, and no QR code related to health screening.

This applies to all travelers — foreign passport holders, Vietnamese citizens, and transit passengers — at every airport, land crossing, and seaport in Vietnam.

What does Decree 165 actually say?

Government Decree 165, effective July 1, 2026, created a legal framework for border health measures — not an active requirement.

Under Article 22 of the decree, Vietnam’s Minister of Health decides which groups of travelers must submit health declarations and when, based on the global infectious disease situation and the risk of diseases entering Vietnam. The Ministry’s Department of Disease Prevention publicly clarified that the regulation should not be understood as a mandatory, permanent requirement for everyone entering, exiting, or transiting Vietnam from July 1.

In plain terms: the law gives the government a switch it can turn on during a health emergency. Right now, the switch is off.

When would a health declaration ever be required?

Only during a specific declared disease outbreak, decided case by case by the Ministry of Health. If that ever happens:

  • The Ministry will announce it publicly through official channels.
  • A new declaration system will be launched — online and paper options, in bilingual Vietnamese-English forms.
  • Declarations would be completed within 7 days before entering, exiting, or transiting a Vietnamese border gate.

Until such an announcement exists, no action is needed. No announcement means no form.

Why did everyone think it was mandatory?

Two things collided in early July 2026. First, Decree 165’s effective date of July 1 was widely misread as the start date of a universal requirement, and posts claiming “all travelers must submit health declarations from July 1” spread across Facebook, TikTok, and travel forums. Second, many of those posts pointed readers to tokhaiyte.vn — the website Vietnam used for Covid-19 health declarations — which made the claim look legitimate to anyone who traveled during the pandemic.

The Ministry of Health responded on July 2, 2026 with a public clarification: no blanket requirement exists, and the ministry is not using tokhaiyte.vn to process any declarations.

The website tokhaiyte.vn, used for Covid-19 epidemiological declarations in the past, is no longer operated by Vietnam’s Ministry of Health. The domain now appears to be controlled by another party.

This matters because posts circulating on social media still direct travelers there to “complete their health declaration.” Any form on that site asking for your passport number, date of birth, or travel details is collecting personal data for a non-official party. Never enter personal information on tokhaiyte.vn.

A simple rule for verifying any Vietnam entry requirement: official announcements come from government domains (.gov.vn) and are reported by major outlets — not from a link in a Facebook post. If a health declaration system is ever activated, it will be announced by the Ministry of Health first.

What travelers actually need in 2026

While the health declaration is not required, one form is: the Pre-Arrival Declaration at prearrival.immigration.gov.vn — a free 10-minute immigration form for foreign passport holders arriving at Tan Son Nhat (Ho Chi Minh City), Noi Bai (Hanoi), Da Nang, Cam Ranh (Nha Trang), and Phu Quoc.
