Quick answer: As of July 2026, travelers entering Vietnam need to complete one free online form — the Pre-Arrival Declaration at prearrival.immigration.gov.vn. The Health Declaration is NOT required; Vietnam’s Ministry of Health officially confirmed on July 2, 2026 that it only activates during a declared disease outbreak. There is no outbreak, so there is no health form.

What is the Vietnam Pre-Arrival Declaration?

The Pre-Arrival Declaration is a free digital immigration form introduced by the Vietnam Immigration Department in April 2026. Travelers submit passport, flight, and accommodation details online before landing and receive a QR code that immigration officers scan on arrival.

It currently applies at five international airports:

Who needs the Pre-Arrival Declaration?

Foreign passport holders and overseas Vietnamese entering Vietnam with a visa must complete the form. Vietnamese passport holders and transit passengers who stay inside the terminal are exempt.

The form covers your international entry only. Domestic flights within Vietnam — for example Ho Chi Minh City to Hanoi to Phu Quoc — do not require a new declaration.

How to complete the Pre-Arrival Declaration

  1. Go to prearrival.immigration.gov.vn — the only official website. The form is free of charge. Any website charging a fee is a third-party service, not the government.
  2. Prepare your passport, flight number, and hotel address. The form takes about 10 minutes.
  3. Submit within 72 hours (1–3 days) before your arrival. The system rejects earlier submissions.
  4. Save the QR code from your confirmation email. Screenshot it — do not rely on airport wifi.
  5. Show the QR code at the immigration counter when you land.

Each traveler needs their own QR code, including children. Families can use the “Add Passenger” function to complete all forms in one session; each person still receives a separate code.

What if you forget? You will not be denied entry. QR kiosks and paper forms are available at the airport, but completing it there typically adds 20–40 minutes to your arrival. Filling it in at home is faster.

Is the Health Declaration required to enter Vietnam?

No. As of July 2026, no health declaration is required to enter, exit, or transit Vietnam.

Social media posts claimed that all travelers must submit health declarations from July 1, 2026 under Government Decree 165. Vietnam’s Ministry of Health publicly corrected this on July 2, 2026: the decree is a standby framework. The Health Minister decides if and when declarations apply, based on specific disease outbreaks. With no active outbreak, no form exists and no action is needed.

If a health declaration is ever activated, the Ministry will announce it publicly, with online and paper options completed within 7 days before travel.

The website tokhaiyte.vn, used for Covid-19 declarations in the past, is no longer operated by Vietnam’s Ministry of Health. The domain has changed hands. Any post directing travelers to submit forms or passport details there is pointing to a non-official website. Never enter personal information on that site.
